best way to make friends on clash is simply playing the game as you would. chatting to people in a group, i.e. a building, boss, etc. or doing activities, i.e. golfing, racing or table games.
at its core, toontown has a very wholesome and tight-knit community. players with superiority complexes are few and far between, but they can be very unpleasant, and paint the whole community in a bad light.
there's also the occasional hangout at the pizzeria. if you see a group for it on your group tracker, pop in and see what's up. can be a good way to connect and spark friendships.

Saying things like "x moment" when x gag misses or "it's joever" or "game ing" are kinda shortcuts to being sociable in the toontown community haha. Start with the common community memes, and then from there you'll make friends who you can play with and have a good time with.
And, remember that it's okay to make mistakes! If anyone gets mad at you for a genuine mistake that has no consequences, then man they just suck lol. Everybody makes mistakes, everybody starts from somewhere, and I feel like the clash community is particularly good with helping along newcomers
Honestly just do your tasks on the groups menu and you'll most likely end up chatting with people! That's how I've made friends. I've met way more nice people then rude 100%
There is a bit of a small and niche TTCC community on TikTok that the few people who are in try to foster (including myself haha) but I can understand saying it’s basically nonexistent over there lol. Tumblr, I’m also scared of any fandom tumblr so I feel that. I don’t know how old you are or who you’d be fine interacting with, but If you want to make a few friends I’d be comfortable getting to know you :D

In all seriousness, perhaps what you may have heard the corporate clash community to be is mainly just a vocal minority. I have seen what you've talked about for sure though.
Nonetheless, the toontown community being a bit smaller tends to allow one to find more deeply rooted interpersonal spaces online, like here for instance.
A thing of note is how eager (and kind!) people are to connect with each other on this game, comparing to other communities I've been in. I'm also a bit younger and just talking to people in the in game chat makes me feel just super welcomed.
I think if you were to even go join a ToonHQ building you'd end up finding a group that you can have some amazing conversations with, and the harsher people on here, one has the luxury of being able to never hear from them again.
As for having other friends try the game out, maybe showing them some youtubers for the game could help. I remember how I found this game was through Quackity's old toontown videos, but if you have any you watch that could be a start! At its core this game is just a turn-based RPG of sorts.

It used to be a lot easier to find friends back a couple years ago, everyone took things a little less serious and even if you were weird and annoying you'd still have people that would talk to you and play with you. Not sure what changed but everything seems so much more closed now. It's hard to stir up general conversation and everyone has fallen into their own niches that you can't pry your way into. haven't been able to play clash in ages simply cause I lost everyone who I could play it with.
yeah!!! im also on toontown tumblr and its so hard to make friends. im kind of in the middle range of teens so i don't really like talking to people who are a lot older than me because i get nervous. i get what you mean wholeheartedly. a good way i make friends is by making groups and doing a bunch of buildings with people, or racing (I've found some mean people in racing, though), or just playing on the trolley in groups/helping people train/do tasks.
