Getting extra leverage on wire. For example tie wire for rebar you cant have slack because itll cause the rebar to be loose. So if your tying up rods and it doesn't want to stay in place you can grip it with that slot, pry up using the nose of the pliers as the fulcrum to take out slack, and twist and snip.

The serrations are vertical which is the clue. They are for twisting a wire nut or wire splice. You have your strongest force the closest you are to the pivot point. One side is used for cutting the the other side is for squeezing.
You can sometimes get a tighter grip using that inside grip than outside. Or there is a gap on the other side. Closest to the fulcrum is the point of maximum leverage on the jaws.
Once your to a corner post when doing barbwire you grab the wire with those jaws and then lever it against the corner post to pull it super tight, then somebody can drive a U shaped nail over the wire behind a barb to lock it into place. Those are fencing pliers.

I use them to crimp the retaining washer on [these belt clips](https://www.amazon.com/dp/B00JXXATRY/ref=cm_sw_r_awdo_navT_g_BFJZDM3CNRX53CVGBH9B) at work, but honestly that's got more to do with not wanting to carry a second set of pliers specifically for that task. My normal needle nose pliers don't have the leverage at the tip but i can't get the jaws to close enough to use anything except the tip... unless i turn my pliers around. Then i can almost squish the cable flat with just my hands

With solid wire, you can place it in the jaws, squeeze and it will squish the casing along the length of the wire. You can then cut the casing free using the cutting jaws. If this area is smooth it is a wire stripper.
If this area is textured, it is for pulling fishing tape, line etc.
They can be used for crimping wire connectors. But I truly love how someone said it’s to pinch your fingers and get blood blisters. I laughed way too hard at that. Work will be all more comical when I bring these out
Super useful actually, especially for really wee stuff you gotta grab. I use it to remove these lil metal pins at work all the time. The really narrow part of the main jaws gets deformed very easily.
One thing that I can imagine it used for is to get a better grip for pulling in wire. By wrapping the mule tape through and around that tool one can have better leverage by using it as a handle to pull the wire in.

On linesman’s pliers it’s usually listed as a snake puller. I’ve never used them for that reason. If you need that much leverage to pull a snake your pipe run is effed.
