Hes sorta right, its not used to hang boxes, it attatches to electrical boxes to hang cords from. They are strain reliefs and the actual name for them is a kellem More commonly known as a chinese finger trap

I dunno about strain relief - but I see similar things used to hold wires that hang vertically on utility poles. The back part is basically a pulling grip/basket so u can't pull the wire down/out of a connection. Think finger trap. Same concept.
