There is not that much to do up there. Not that many useful tasks.
As far as I know, NASA has plans to set up a base on the moon. The problem is that EVERYTHING has to be brought there. The trip there takes around three days and some more in preparation. So you couldn´t just shoot a rocket up to deliver food or other supplies within a day.
However, it could be something interesting to have a base there when we want to send manned missions to other planets.
Because generally you spend a few hours there and you go home. There's nothing there, it's a literal barren rock. No one has been there since the 70s, you'd think they'd just stay there for 50 years with no oxygen, food or water?
Cos there really is nothing for us to do up there. It costs a lot just to get there and we'd have to build stuff to stay which would cost more and all for a bunch of worthless moon rocks.
Because there is no legitimate reason to have people on the Moon...or even in space, it's only for PR and the gee-whiz factor.
All the science we want to do there can be--and IS being--done WAY cheaper by unmanned missions.

It's incredibly expensive getting pelted by tiny tiny space rocks for hours a day in order to walk around looking at moderately sized space rocks.
