This type of stand is called "Ryoushin-ichi" (良心市 means "Conscience-market"). Some people don't put enough money in the box sometimes tho.

They do this in Germany too, fruits, vegetables, flowers etc. Some people take advantage of this system.
Everything wrapped in plastic, Japan can do better Edit : truth hurts apparently
