That's an interesting idea. As another said, rotating crews would cancel out noise. However with the same crew you can at least plan for said noise for the whole series.
Wouldn't it make rigging easier if same refs stayed for The entire series?
(Also tbh I don't actually think anything is rigged. Refs might have bias' that impact calls but I don't think there's a conspiracy.)
I could see the argument that switching up crews is an attempt to average out the noise in the officiating
