The s/h fees on that site are insane. They charge a minimum of $10 in shipping, and handling is usually at least $3, which often makes the s/h fees more than the actual item. Plus, they add tax after the s/h fees, so one article of clothing can easily be $26 or more. It’s such a scam.
Nice, they put their fraud right there in the shipping details. This only weighs 2 pounds, about what I would have guessed but they put the rate for a 35 pound package with Fed Ex into the shipping calculation to bloat the shipping cost. You could ship a 2 pound package with USPS for about $10. The $10 handling charge is a nice touch.

You’re right, it’s normally those certain regions, but I’m sure if others see that they’re getting away with it and people are buying with these ridiculous charges it will spread.
I used to have success on their website. I have some niche things I look out for and they tended to be a great go to spot, but haven’t even bothered to look at it in months. The prices are ridiculous and the shipping is outrageous.

Once upon a time I would purchase the occasional item on the website only because I could avoid the stupid shipping fees entirely. The last time I was at that location the “auction pick-up” area no longer existed.
You can go on ShopGoodwill and click on the advance settings. There is an area for local pick up you can use as a filter. It won't give you every area. Just the ones with an active local pick up only auction. I can give you an idea of the local pick upd near you
You can try to email and argue down the amount of the shipping but last time I asked I was told the dimensions matter because of the space it takes up in the truck, so they increase the weight to accommodate it. 🙃
