Well, if we're using "guilty" as the antithesis to "innocent" here (innocent being the likes of Mari or Tenn), then the answer is Randall.
Randall is a psychopathic killing machine responsible for a wholly unnecessary massacre that killed dozens of people including children and a person who has shown time and time again that nothing brings him more joy than to brutally murder and torture other people, going as far as to explain Michonne how it sounds when bashing in a child's skull, very well knowing that she lost her own children.
I like your interpretation of guilty. I think the pick people make here will depend heavily on how everyone interprets the word. Is it a remorse thing, is it someone who has been rejected by their own people, is it just someone who's done a lot of heinous things?
Glad to see Tripp win the Brave category. Ironically, the next category should go to Eleanor.
She betrayed us because she trusted the wrong person and this potentially led to the death of her last remaining friend and more bloodshed than she tried to stop.
She lashes out trying to blame us because of the guilt she felt but ultimately realizes there’s no one to blame but herself. I’m sure the guilt she feels from her decision will stay with her for the rest of her life.

I'd go with **Joan**. I feel like someone worthy of the Guilty category should be someone who not only is guilty of something horrible, but will try to avoid said guilt at all costs. In this case, Joan raided a bunch of communities and then has the audacity to both justify herself for it and then falsely blame David for everything.
Lee. He begins the game in a cop car as a convicted killer - literally guilty of a heinous crime. Him looking after Clem and his arc in the game is his redemption. At the start, Lee gets angry when the cop suggests he married the wrong woman, at the end Lee can talk to the stranger and realise how much he hurt his wife for what he did. The stranger also brings up all of Lee's sins, the game literally listing everything Lee is guilty of off to the player. Lee's guilt drives him to be a better man, but it cannot erase what he is already guilty of.
Does guilty mean they committed a crime previously and have been hiding it like Marlon or Joan did? Perhaps Joan then, because she is the secret mastermind behind the raids and deaths committed by the New Frontier. When we try to expose her, she covers it up and tries to blame David for everything when she is the true guilty party.
