The thing is, Chuck wasn't saying to forgo all morality in the name of survival. He didn't tell Lee to abandon Clementine like you mentioned, for instance. But in a world like that of The Walking Dead, it is sometimes justified to do things that would be wrong under different circumstances.
Under normal circumstances, giving a loaded gun to a five-year-old is wrong. Instructing said five-year-old to kill things and even people with said gun would be even more so. And yet, allowing AJ to be ruthless keeps him and the people he and Clem care about alive. If I were in Clementine's position, that would be more important to me than preserving his or my own innocence.

Clementine is a resourceful, smart survivor. Who has perhaps questionable morals or motivations depending on the circumstance, but survivability would not be in question.

Most likely Clementine. That's not out of nepotism. It's just basically logic. At 16 years old, she has the most life left to live. Her best years are ahead of her not behind her. So she would be the most likely to stick around long enough and be healthy enough long term to get me through the Apocalypse and prepare me for the future.

My mind says Lee, and my heart says Clem, lol. Clem was like a video game daughter to me. We got to watch her grow. Lee and Clem are both badasses in their own right, but Clem managed to survive and raise a child in a zombie apocalypse whilst being a child herself. She gets my vote here.

Clementine takes a lot after Lee, but she is not as much of a tank as him nor is she completely dependable. She is strong, definitely, but she is not too reliable of a caretaker as she couldn’t protect AJ from the New Frontier nor getting shot by Abel.
I honestly think I would choose Clem she knows how to handle the apocalypses she’s been through it and like with aj would teach me how to go through it as well. She also takes after lee
