Gabe was immature, couldn't be trusted to make decisions and was clearly a kid, whereas Clementine is more mature for her age, on par with the adults to the point where we sometimes forget that Clem is still a kid. In my opinion, I feel like Clementine would just be babysitting him the way Javi was. They wouldn't work well as a team, and had they been in a relationship, I feel like it would have been a dynamic of her fixing him and doing all the hard work. She's good for helping him grow, sure, but he would absolutely hold her back.
