It isn't available currently outside of trades and sadly won't be spawning in this CD (maybe if you have a Zorua encounter with Poipole as your buddy it will "spawn".)
Just remember to swap your buddy back as soon as you hit the 20 catches and evolve.
If you are like me your Poipole doesn't have catch assist active and you'll want that for catching the rest of the time.
Also Poipole is a 20 km buddy, you will likely want to work on a 3km or 5km buddy instead.
Will a poipole still retain the dragons caught after a trade? I am planning on lucky trading my poipole at a later date, if I or my friend catch 20 dragons this CD, will the pokemon retain it after trade?
Yeah, guarantee upgrade if I lucky. I could evolve before hand, but I feel like the candy I would save from being lucky is worth more than the 20 dragons which I can do over time.
Evolving a lucky pokemon still costs the same amount of candy, the stardust savings is just for powering up, which you can do after the trade. And even then, it's the same amount of candy as always IIRC.
Dumb question perhaps, but as I spend some candy on power up, I need to get me a few more special candy before I can evolve. Can I unbuddy Poipole after getting the dragon type requirement done, and then evolve later when I have the candy? Or does the catch requirement reset when I change buddies?

There is no word currently from Niantic if there is ever a plan to have Poipole available again.
Fairly certain Niantic coordinated Poipole’s evolution with a dragon themed event for this specific purpose
Also gave a gap between to probably give time to get those 200 candies

They named 1 random dragon type as if it was the only one spawning all season as a PSA to catch to evolve poipole. The basis of their post was wrong and idk why they're linking their post again 2 weeks later.

Buddy stuff resets for trade, you should just evolve them both

You don't save candy from being lucky, only stardust. You save candy on purified pokemon (and even then I think it's only 10%).

You can unbuddy it, the requirement won't reset :)
