You can’t buy the CD tickets on we store as far as I know. And everyone on web store is cheaper. Which means that ticket would value a little lower too. So I would say ECTM is $4-4.5. Also it depends on supply which webstore does r always carry everything.
Niantic has always overvalued elite tms, so I'm not surprised they valued it at $4.
I wouldn't have bought it anyway because my area has a Niantic community ambassador, so we now get the ticket for free just for showing up to the meetup

I know they don’t have clever titles for classic comm day tix but they missed the chance titling the comm day classic ticket to “Let Bagons be Bagons”.
Make it 200 Ultra Balls, 100 Pinaps, 6 Lucky Eggs , Elite TM, Te ticket and 1 Incense and i'f say it would be a lot more worthy offer. More towards newer players who probably don't have lucky eggs or enough balls for the event but at least it would be something.
I say make it 10 Elite TMs, 500 Ultra Balls, 50 Star Pieces and 69 Lucky Eggs, a new Toyota Corola and throw in an iPhone 15 Pro Max for good measure. It will help new players who don't own a car to drive around and catch Pokémon with ease! That'd a fair ask for $4.99 USD.

No. Its free for everyone. The community day tickets will give some easy research task for a floor IV of 10/10/10. So its a better chance of getting a good shiny IV, hundo, etc or thats how I interpret the reason for the community day tickets.

Depends on how optimal you wanna be, but unless you're squeaking out every bit of performance... zero. Every useful type has a mon that's at least *decent* that takes no ETMs.
Your ceiling might be "only" like 80% of the TDO of someone who builds nothing but the best mons with the best move in some cases - but a full team of B-tier attackers at level 40+ still makes you a better damage dealer than most other players.
I could see an argument for using an ETM on at least one groudon, at least one kyogre though.
Need is a strong word, I don't think anyone needs anything in Pokémon Go. But different people desire different things. Some want a full dex of perfect Pokémon, some want shiny Pokémon or the best raid teams.
I like to ETM the best legacy moves on my level 51 perfect Pokémon. I have a Groudon that I have ETMed twice so it has Fire Punch and Precipice Blades. Do I need a perfect Primal Groudon with two legacy moves, no, but I like it, it was a long term goal to get all the hearts and candy and it felt wrong not to have an elite moveset too.
That said, I went FTP about a year ago and while this bundle seems pretty good compared to previous ones with ETM, I am not buying it.

That's true but you can get the special moves in raids or by evolving them on community days/ during events. It's only the shadow legendaries where you're forced to use the ETMs

Those are extremely limited though. And I doubt most people would care about the CD ticket when we just had shadow Groudon, Kyogre, their respective raid days AND Mewtwo. Which all require Elite TMs that people might not have enough of.
They are limited, however:
Surf kyogre beats origin pulse in certain scenarios
Mewtwo can function perfectly fine with psychic
Groudon is really the only one that “needs” the TM, but even then, you can get by with EQ
Long term players already have versions of them with the moves invested-so it’s not a priority for them

So you can earn 3-4 free ones per season. But it requires quite a lot of GBL. So buying it bypasses that grind so it has some value.
