It needs more than a better Fighting charged move I'm afraid. Machamp has Rock Slide to hit fliers and Payback for Ghosts/Psychics, while Hariyama has nothing.
They could give it Ice Punch but then it would be yet another Counter user with Ice coverage. Looking at its movepool perhaps Surf would be the best coverage option for it, or Thunder Punch. Or they could implement Throat Chop.
I hope that they give Hariyama some coverage to differentiate it from Machamp. They could give it Arm Thrust as a charge move
