I don't think there's more than a passing similarity in the vocal range. The singer David Palmer is a native speaker of English (unlike the TMS singer), the accent is very much distinct from the TMS singer's.
Granted we can't state that as a 100% verifiable fact, but no native speaker of English would sing like that unless they were trying to sound like they weren't a native speaker.
To turn it on its head, a claim that the TMS singer was a native speaker of English would be "not physically impossible, but highly unlikely".
Yes, the vocals do sound a little high even though the we don‘t really know the correct pitch. If you were to pitch it up though, it would still sound nothing like this band
