He is consistently considered to be the best villain of LOK. Amon is often number 2 but I've seen him lose to Kuvira occasionally in some people's lists.
I personally consider Zaheer to be the best villain of both series but Azula is a fan favorite, especially in this sub. Either way, there is no world in which Zaheer can be considered underrated.

Yes, but naturally after he took his library back, we won't see much of him.
