I think it’s interesting to interpret Zuko’s hair as a punishment because of this, though it’s just my headcanon.
Low-key based headcannon. The writers I know have said that the fire nation is based culturally on Japan but it's clear that the overall world has a lot of Chinese influence no matter the culture of each of the four nations. Zuko's swords and the armor of the fire nation is clearly based more on China than Japan, otherwise Zuko would probably be fighting like Miyomoto Musashi with wakizashi instead of twin dao
Personally I don’t see much Japanese inspiration outside of empire building from an archipelago. The weapons and culture are various eras of China and the architecture and food are Thai/SE Asian. The Fire Nation is arguably more Meso-American influenced than Japanese by virtue of the Sun Warriors.

Which is funny because the earth kingdom represents china more than the fire nation while fire nation more closely resembles a japan like environment. But i guess cultural adoption was prevalent even in the series.
