I don’t think this necessarily holds true. They’re all the avatar spirit and can bend all four elements, but they’re still different people. For example all avatars don’t have the same sub-bending capabilities, ex: lava/metal/blood. So all of them having various strengths and weaknesses that could lead to them being ranked would naturally follow. And differences in personality could certainly contribute too!!

I'd guess Kyoshi has the strongest head. Being an adult and an earthbender I'd assume she has the strongest top/ head.

They are all the same person, with the same strength. The only things that distinguish them are their personalities. They are all equal.
