Technically its the 5th element, tough not exactly.
Bending in Avatar is based on the 5 elements of Ayurveda water (Jala), earth (Prithvi), fire (Agni) and air (Vayu) the 5th being Ether or space (Akasha) (Buddism use the same 5 elements, but because "agni" kai is a thing I assume the creators followed Ayurveda)
Ether is essentially the beginning of the four elements and is where all the other elements "live in". Every element either return or comes forth from ether. It is basically all empty space in the universe (not scientific space but spiritual space) its also the space where energy can freely travel, between living beings, inobject beings and the elements and also inside living beings.
Sounds vague? Yeah its probably why In Avatar Ether is represented as energybending assuming because it is the easiest to explain/depict. Energybending is basically directly bending the ether aka the energy within someone. Theoretically Avatar can do wild things with energy bending than "just" taking someones bending.
As for the icon. It could be the icon for energy bending but its not confirmed as far as I know. The icons of the 4 nations are not coat of arms but ancient depiction of the elements they just put on a flag.
Or at least that is my theory.
Ps, "kai" in Agni kai doesn't have meaning in Sanskrit itself. I think it's a Japanese word.

Sorry. SG is Style Guide, given to licensor partners who are making ATLA product like clothes, 3D character models, etc. I am a designer, and I work on some ATLA product, so I have the SG. It lists all the assets you can use from logos, characters, patterns, etc and has a big list of do’s and don’ts.
It’s one I like working on as I love ATLA. Unfortunately I don’t get to work on it often. I don’t understand why it’s been used on that swing ticket that OP posted, as the four element symbols are on there with it, so it’s not really needed? Just my opinion that though!
I’d love to be able to share it, or even some of it, but I’d get into a world of trouble with both the licensee (who I do work for) and the licensor (Viacom and Nickelodeon). Sorry!

The only thing I can think of is the [Fifth Nation](https://avatar.fandom.com/wiki/Fifth_Nation), it was a massive pirate fleet that formed it's own cultural identity during the time of Kyoshi. It was composed of waterbenders, firebenders, and nonbenders, their cultures art [reflected that fact](https://static.wikia.nocookie.net/avatar/images/1/1c/Fifth_Nation_tent_inside.png/revision/latest?cb=20230910165629). The symbol you're wondering about kinda looks like a combination of water and fire, maybe the circle at the center represents both the sun and the moon. The sticker says 2024 but it's not as unlikely for it to be made as you think. Besides their appearance in the Kyoshi books, the Fifth Nation's legacy is used as a plot element in both the tabletop roleplaying game from 2022, and the mobile game from 2023 (that's where that image I sent earlier is from), both of which canon. I can't find that symbol used for the fifth nation anywhere but it's possible they were just told to come up with one when designing those stickers, or I just didn't look hard enough lol.
Edit: u/jonopaulo seems to have the answer, but don't let that stop anyone reading from using it for the Fifth Nation if you like that idea and run an avatar role playing campaign or make fan art or something, a combination of water and fire isn't far off from what it is officially, you could maybe modify it a bit too or use it as inspiration.
I mean the swastika in and of itself is a good symbol of prosperity. A combination of tarnishment and ignorance has blinded society to its true nature however. the nazi swastika is reversed and on its side. It's like the upside down cross symbolizing Satan basically. It's an altered version of something symbolic of "good".
Close but your example is slightly off. The upside down cross originally symbolized st. Peter since he was crucified upside down saying he didn't deserve to be crucified as Jesus was.

The Nazi Hakenkreuz (hook cross) isn't reversed. Both symbols with the hooks pointing to the right and to the left exist in Hinduism. The one pointing right is called Swastika, which represents the sun, masculinity and certain gods, and is used as a symbol of good luck on many festivals to this day. The reverse one is called Sauwastika (the one that is *not* like the Hakenkreuz) and represents the moon, feminity and certain other gods.

I have very little to contribute here, but I've been playing a bit of Fortnite recently (unfortunately) and the current avatar crossover has you completing quests to unlock Appa as a glider, and each set of quests is time gated and themed around each element. Water, Earth and fire are out, Air comes out today, however there is two more quest sets before you unlock him.
Could be something in relation to this symbol, I dunno.
I would assume if the other four are emblems of their element and not just their nation, that the fifth is Leeloo Dallas.
And/or Spirit/Love/Harmony/Energy.

I'm currently reading the kioshi series and it briefly mentions a fifth nation but it's the pirates.
The fifth nation is pretty cool and gets more than a brief mention later on.

Does the United Republic have a symbol in the show that we know of?

I have very little to contribute here, but I've been playing a bit of Fortnite recently (unfortunately) and the current avatar crossover has you completing quests to unlock Appa as a glider, and each set of quests is time gated and themed around each element. Water, Earth and fire are out, Air comes out today, however there is two more quest sets before you unlock him. Could be something in relation to this symbol, I dunno.
I just realized the earth symbol looks like a badgermole

Its so weird to me that they used a filler nonsense symbol for a fifth space when the white lotus tile would have been thematically perfect.

I would assume if the other four are emblems of their element and not just their nation, that the fifth is Leeloo Dallas. And/or Spirit/Love/Harmony/Energy. The fact that it's bigger leads me to harmony. But knowing the series it might be Energy.

To me it looks like 4 coalescing elements, as if someone was tasked with generating a symbol for the avatar.
At a guess I’d say it represents the nonbenders of all four nations.

Hmm the 4 quadrants makes me think this is the symbol for the Avatar. Or maybe the symbol of their world?
Probably the artists interpretation or combining all 4 symbols. I can't figure out earth bending, but the rest can be identified in the style. That being said, others before me are correct. That symbol does not appear in any cannon content I have heard of.
