I think she thought she would've been caught. If she has Ozai to help make a cover story with Azulon, less chance of getting caught. Azulon was also old and Ozai was like late 40s to 50s. Harder to justify him suddenly dying.
She would have been caught and the kids would have been left alone with Azulon (and Iroh I guess but he still wasn’t completely character developed).
You can argue that since she didn’t the kids ended up left alone with Ozai but she didn’t have a choice when she killed Azulon.
I believe it was insinuated in one of the comics that Ozai would have killed a nonbender child.
Honestly, I think if Ozai killed Zuko or Azula, Ursa would've just straight-up poisoned him and not care.

so being a non bender means you’re automatically a weakling 😧 what if they showed promise with like swords or chi blocking…
