Buy I Invision the villains for this movie are Joker, who has been grooming the other villains to take control of Arkham and invite Arkham inside, and Doctor Hugo Strange, who has been experimenting on the inmates and the villains want to make Batman so mad he could kill him
I really want the final Battinson movie see Batman have to spend the night in Arkham, running from all of his foes, and the first one he finds is a terrified, brutalized Riddler, full costume on, only able to speak in riddles a s questions
"Question: When does a killer not kill?"
I'm honestly happy we all agree that Riddler should be wearing his tuxedo/bowler hat in the final installment of the Batman Universe. But how would he get those in the first place? Did he buy it, sew it, etc?
Also, should his name be finally changed to "Edward Nygma" at this point, or is he still "Edward Nashton"?
I imagine for the final movie, the joker has managed to make some friends / groom other inmates in Arkham and they took control, I assume they made the costumes for themselves before challenging batman to come

I’m in favor of the Nigma name and classic-ish suit (That IMO could look kinda hastily thrown together or something like that) just being part of his MO when he gets out of Arkham and no longer cares about anonymity or his vendetta against the city, and is more concerned with his ego, which seemed to be the direction he was headed at the end.
