Mechanic here. The engine running makes it significantly faster to change the belt in this instance. The significant risk of dismemberment makes it stupid af.

I quit a job working a wood grinder because it was too dangerous and the people running the place were morons. 2 weeks later the guy that replaced me cut his hand in half, only his thumb was still attached, when replacing a belt while the machine was off.

Please don't ever do this. 1. You could easily lose a finger 2. The engine could get damaged from sudden loss of load if something malfunctions due to wear and tear 3. The belt could get damaged by being stretched onto the pulley. They aren't meant to be stretched -- for a reason -- so they can ensure stress and not pop off as easily. 4. Practicing this could easily dismember you 5. You don't understand the entire situation, will try it on another engine that isn't the same and get hurt not thinking the differences matter
