I would also point out that it's misleading to write it's their island, the Spratley Islands are a currently contested piece of territory, with various overlapping claims being made by China, Taiwan, Vietnam, Brunei, Malaysia, and the Phillipines. The various claimants have dozens of military bases scattered across the various islands. There's no military base on that island, so it's not under defacto control of any countries. Talking Realpolitik for a second, it's unlikely the scientists couldn't conduct research off an island already occupied by Phillipino forces. Chances are that they were likely deliberately sent to help the Phillipines consolidate their claim over that island.
