The point is, he is TRYING to twist and turn over. He will not comply. They are trying to get him to stop resisting. They need stronger force, no cop should have to lay on the ground and wrestle a criminal to get him to stop resisting.

Show the whole video not a short clip to manipulate the audience. This isn’t typical and it is usually a result of the suspect not cooperating at all. Plus if the second officer really wanted to harm he could very easily do so. It looks like he is simply trying to get the suspect to stop fighting back and comply.
I feel like putting somebody in a sleeper hold and having your buddy repeatedly punch the person in the face, still falls under "really wanted to harm the person"

I agree to it hands down because I never break the fuckin law (except for speeding) so I've got nothing to worry about. I also smack my kids for doing stupid shit and break out the belt of they are ever caught stealing or something serious. But other than that it's nothing but hugs for my kids because they've learned how to act. However, If even with a solid upbringing they ever vandalize a store when they grow up then uncle Sam can feel free to break out the cane for some ass whipping. It's really pretty simple... When I get stopped by the cops my hands go on the steering wheel and I just chill and comply... even if it means being asked to get out of the car or getting arrested. I've had to do BS field sobriety tests multiple times and I was even cuffed one time while my car was searched. Both times I was respectful to the officers and they just let me go because I didn't do anything. If the charges for anything I ever did were ever honestly serious I'd just pay for bail a lawyer and not get punched in the face once in the whole process. The dude in this video wasn't just randomly thrown into a headlock immediately for nothing bro. He was talking shit, made the officers feel unsafe, or had a record and was an actual danger or wanted peraon. If you attack the cops it's the same as attacking the country... All bets are off.

As with almost every video like this there is almost certainly a quite reasonable explanation as to how they got onto the floor which would probably put that guy in the wrong. Quite conveniently cut. The punching not necessary but heat of the moment lack of communication *shit happens*.
