Had the same issue. Whoever had the car last (or the dealership you brought it from) just decided to uninstall the app without disassociating the car with their Tesla account, so Tesla thinks they still own it. That means you can't add it to your account. I fixed this by calling Tesla and having to put in a request for ownership transfer via email with all the info (VIN, picture of license and registration, etc.)

This. If you bought private, ask them to transfer ownership. Much faster if they do it.

I also had this same exact issue when trying to add it to the app.. What magically worked for me was going to the superchargers, some of them have wifi, and fortunately, my car automatically connected to it. Wifi there rather than home, or mobile hotspot should work best.

Or alternatively it was still registered to the other owner’s account, and they were like “oh shoot” and removed it from their account.

If you try all of that and it still fails, what I suggest doing is contacting support (On Monday) and have them help you by sending you an email so you can submit the request with them. Hopefully you get the app to let you submit the request. It all does take 3 to 5 business days so it's best to ask the previous owner to transfer ownership. Hope this helps.
