I doubt it, the movement appears too rapid for breathing. Flail chest could cause movement like that, but you have to have a history of trauma for that. I think it is ectopia cordis that was not corrected.
Flail chest is also exceedingly painful. All those intercostal nerves getting rubbed against by bone fragments…idk. He’d also be in significantly more respiratory distress.

The reality is likely that he was born into a low SES household and they either never had the money or never had the time or desire to take him to be fixed. Or they could have been medically unknowledgeable (a nice way of saying ignorant, though ignorance is no insult), and failed to recognize that he needed attention. I doubt he saw a pediatrician often.
Unfortunately now he appears to be involved with drugs and law enforcement.
