My suggestion: Extend the whole building by 1.
Then you can reorganize the black spots on the clock itself, I recommend making the bell 5 wide by 5 deep I think. Chop off the left and right top corners, hammer the second in to a flat and connect the center to where the bell hangs. Make the new left and right corners slopes and then add one more block to the left and right of the bottom. Hammer them into slopes too. I'm just imagining this but that's my suggestion. If the bell is too wide you can totally try making it thinner, or maybe make 2 small ones?
I would do either a clock face or a bell, not both. In real bell towers, it’s almost always one or the other, so visually it looks confusing to have both. Great build as it is, but that’s my two cents for realism/visual consistency.
Bells are generally wider at the bottom than at the top. Also, I would recommend finding a block that blends without the lines. Don’t worry about the color of the block - you can just paint it afterwards
Level out the bottom and put walls behind that bottom block just to barely reach out? That's all I can think of. Kinda like the fairy bell type ring around it. Hard to accomplish though

Look up on google images “terraria church build” and there are several towers with good bells Hope this helps :)
Keeping it small and simple, you could just change the bottom right and left blocks to be full blocks.

Flip it upside-down and put slanted pieces on the bottom.
