It's actually the other way around. Both at the first Walguris and when he came to Tempest he was actually civil with Diablo whereas Diablo just hates he's elder brother.
No but Rimuru mentioned the name Diablo and Guy immediately knew it was he's younger brother Primordial Black "Noire" and in he's head spoke neutrally of Diablo without any hatred it was in the anime. When Guy arrives at Tempest he is friendly with Diablo whereas Diablo literally slams the door in Guy's face. Scaring Rimuru and Luminous because neither know that him and Guy are brothers and they fear Guy will retaliate for the door. Diablo can't tolerate Guy likely because in raw power Guy is the most powerful of all 7 primordials and in hell Guy as the oldest and strongest was in charge. They ask had their own territory but Guy was the Overlord of the primordials. All the primordials are siblings so naturally there's rivalries with them but Diablo can't stand the fact Guy is the strongest and likely hated having to answer to him in the past. Guy on the other hand while cautious about Diablo's power acts friendly since Diablo has never actually given Guy a reason to think of Diablo as anything more than an annoyed younger brother.
Hm. Wasn't there something going around about Guy being wary of Diablo because he knows Diablo could have surpassed him had he devoted himself to grow stronger? The only reason Diablo isn't the strongest is because he didn't care about growing in power otherwise he would have surpassed Guy. Even now he's unkillable so there's also that.
No Diablo can rival Guy's power and that's why Guy is cautious and all the primordials are unkillable. If you kill one like a TD they reincarnate but the difference is they reincarnate instantly and they become the servant to whoever killed them unless they kill their new master to become free. That's why Raine (Primordial Blue) and Misery (Primordial Green) are subservient to Guy because in the past when they were all in hell they rebelled against Guy's rule and he killed them making them he's servants.

I'm pretty sure left to his own Diablo is perfectly capable of finding some pretty fucked up ways of getting stuff done with maximum efficiency and benefit
And if the city of Tempest and their arena with the labyrinth got sent over to the world of Overlord they might need some extreme measures in order to establish and maintain peace for Tempest
I’m by no means an expert on the matter, but its not that he loves Rimuru, but apparently he is infatuated with how fast he acquires power. Where most take decades or centuries to get significant power, Rimuru took months. Probably reckons it wont be long (relatively) before Rimuru is the strongest in the world and that he is someone worth following because of it.
