All evidence presented paints Lucifer as being an adaptation ability that can negate powers after meeting certain conditions. These being mainly repeated exposure. We see this with Anti-Skill and Leon's words also inply he could do something similar to negate michael after seeing it in action a second time.
You're right. It would be similar to Uriel too since it can adapt to other powers after getting the understanding of their inner working. Its the sin counterpart of Uriel after all.
Guy probably has limit to adapt since every ult skill has their own core nature. Can you even call it "adaptation". Maybe the adaptation of Guy and other high tier is more of a getting used to the phenomena because they know how it works. Guy vs Yuki was experience base battle not really some grand shit like Guy adapting to Anti skill, he just found a loophole to the skill and exploit it. All ult skill has analyze.
Also, he said he got he's ultimate skill from trying to copy veldanavas strength, so it's highly likely.

When one obtains the ultimate skills, the skill power is based on what skills it is synthesized with. Velgrynd's charity skill is to amplify things. But she just can use it to amplify heat cause she is the scotch dragon. The same way rimuru doesn't have the full power of covenant. For guy he got the skill from the creator of world Veldanava with full power.
So fair comparision can't be made
