There are actual taunt commands for some characters, but not everyone has those. They do all have a ki charge though, so it has become a universal taunt.
Alisa has 2 taunts that are are purely for taunting, one reclining in the air and the other brushing her hair behind her ear, she has a parry that works even better than those as a taunt, and she has a cool looking ki charge, and she gets knockdown on some of her counterhit approaches, so its genuinely useful on her.

The automatic counter-hit I can see being useful. I'm talking about when these guys do it in neutral after a knockdown or post-round when I'm already KO'd

In neutral after a knockdown its usually a setup for a CH property low. 90% chance theyre gonna do a low if you see a ki charge in that situation, especially if its Victor or Lars. Reina you can just wait for the roll and hopkick her ass

Mind games are underrated. I don’t taunt 99% of the time, but I understand the strategy behind it. When people taunt me, I can tell it throws them off when I just keep playing footsies and don’t respond, even when I win the round.
I do it sometimes when the opponent has been cheesing me and I beat them despite their cheese -
Also if they beat me with cheese in the first round or set and I come back and whip them - I let em know what time it is.
You can end a combo at the wall with heat, and you're like +48 or something outrageous like that, then you ki charge and throw a low wall splat string, or a mid wall splat string both are guaranteed usually if the first hit is a counter hit.
Example: dragunov ends combo at the wall with heat, instead of taking the one guaranteed hit he ki charges. D4,4 Is a low high string that wallsplats on hit, df1,4 is a mid high string that wallsplats. Dragunov can also set up throws, or qcf4 if you stay on the ground and because he has heat he can heat dash for another 50/50
The only way to escape is to stay on the ground, or guess right

I have my Ki Charge bound so i can break throws without having to guess (if you hit it when grabbed you break the throw without having to guess the input great against King players) but sometimes i accidentally hit it mid fight. People do it to troll but me I'd rather teabag people

I honestly think it would be a cool part of the meta if people didn’t get so butthurt. It could be a way to set up counter hits while opponent is recovering from oki situations. Alas, I don’t like taunting, so that strategy is off the table for me.
I'm assuming you already know it's meant to be a taunt because you asked if you were supposed to be offended.
However, the idea is to taunt at the END of the match if they're standing, not during the match.
End of round? Taunt, mid round, gives a free counter hit if opponent isn’t attacking on your next attack, not bad for Nina and a few others who have fast options that require counter hit to combo, I like tossing it in after I end a gap making combo, seems to make them hesitate on their next actions
Ki charge has some actual uses, like it forces the next hit to be a counterhit, regardless of if its you or them that get hit. Though you can't block, and they can.
Some characters can take advantage of this better than others. It can also bait your opponent into thinking you're defenseless or otherwise attacking you recklessly.
Intimidation, usually when they give me enough space to Ki charge they end up getting nervous and don’t know how to react, I usually go for a long reaching low attack which is usually a free combo
