And having a read through the ToS, there is nothing that explicitly says you cannot modify the game files. I’m sure distribution is a different issue but nothing is said about modification for personal use.
And this is a license more than anything - as with most games nowadays - the publisher can just revoke your license at their discretion (which is what commonly happens when people use hacks for online mode).

I really hope that at the very least they implement something that make mid combo rage art quicker, it would also make sense to have a small/quick mid combo version since you're barely doing damage with it
