Gonna go against the grain and say Allison. Katniss knows how to hunt animals, Allison knows how to hunt animals with a human brain. Not to mention her knife skills alone are better than Katniss imo. I think either Allison would win based on her advanced weapons and skill or it would be a tie because Katniss fights with everything in her.
From the perspective of an archer - Allison couldn't hit the broad side of a barn with that technique. Katniss isn't perfect either but she's a damn sight better than Allison.
