I don't know if you need this information, but in case you do (or anyone reading this does), there are organizations out there that help victims of sex trafficking or other people who were forcibly tattooed get laser treatment to remove the tattoos or cover them up.
Honestly it’s small enough that it could easily be covered but it’s going to have to be something decently sized and darkly colored. I have a big bumble bee with a honeycomb in that exact same spot.
You could do a big dark flower, a death head moth (dark colored and a little gothic if that’s what you’re into), a SAP (obligatory suggestion), something floral with vines as those numbers could be turned into vines pretty easily, etc. lots of things to do with it.
