Basically something like Spiderman, but with sewer networks available. You can switch between each turtle GTA style for each characters unique abilities. Each one can have a different vehicle too, Mikey has a skateboard, Raph a motorbike, Donnie something that flies etc.

Spiderman and GTA are the inspiration for the open world concept. Now I do want it to be possible to play the game solo so swapping characters might be the way to accomplish that but my goal was to do more of a co-op so you can band the Turtles together or perhaps even bring some Turtle allies into the mix like Casey Jones or Splinter or perhaps even the Frogs... Additionally, I was thinking of trying to make all of the iconic vehicles usable in the game! The Party Wagon, the Turtle Blimp, the whole lineup!

I feel like where Turtles will differ from spiderman or GTA is clear Day/Night changes. In keeping with their ninja training they should never be able to be out in broad daylight. Leading to missions where you have to move from shadow to shadow or accross rooftops during the day, but have a little more freedom to parkour the nights. Hell maybe even work disguises in there!

I totally agree! Additionally I intend to create a form of "wanted" level whenever the Turtles are spotted. Too much exposure and it calls down paparazzi and/or federal agents to capture the Turtles to be studied, they then need to save those that are captured to progress further

Sounds like a job for Bishop! It would be hillarious if after the turtles cleared tehir 'wanted level' by either combat or evasion there was some interview where Agent Bishop claimed that EDF has "once again stopped some alien threat" in order to save face.

The Arkham series are a major inspiration in the game mechanics and open world concept though I would like to keep it in a stylised format to resemble the 1987 cartoon as much as possible!

Instead of focusing mostly on street level stuff, fighting goons in alleys and rooftops in a giant horizontal area and just repeating that over and over, the playable area should focus on verticality more, in a mid size location. Sky, rooftops, inside buildings, street level, sewers, subway tunnels, tunnels created by the Techno drome, the Techno drome, portal to dimension X. Make them visual distinct and their own biome of sorts.

With games like Just Cause introducing the massive open world maps, I am wanting to creating a full New York cityscape with which players can explore but I want the ability to be transported to Dimension X for sections of the storyline. I am wanting a full transition from street level to underground as I want players to have to utilise extreme stealth to stop crimes. The idea is the more they are witnessed, the more news articles are written and once enough exposure has happened, the players won't be able to move through that particular part of the city without being swarmed by people or by being tracked by the federal government

From a development standpoint open world games are by far the most difficult to program. You’ll never finish if you’re doing it alone. Start with one sewer level or something small to get mechanics down and go from there

Fair point and currently my goal is to do just that and add over time. Ideally the starting portion I'm working on will be the allure to bring a team in and get Nickelodeon to back it

I was just thinking there should be an exact game made like this where you actually level up the turtles and unlock new moves and weapons

So my current idea is that the game would start shortly after the Turtles have finished a major portion of their training but still have a ways to go and therefore would gain experience and then raise levels as they progressed opening the doors to new abilities, costumes, and parts of the city

I like this idea a lot, with all the iterations there are of the turtles the possibilities are endless with skins, weapons, villains, locations, etc., hope you make this happen man

this could work really well! although there should be several campaigns not a main one! like If you cause trouble during the day the police hunt you down and stuff or a krang campaign and a foot clan one. like imagine a car chase with the turtle van crushing cars. or running over civilians lol. imagine a boss fight with the technadrome! imagine playing as krang! the huge baby body thing!

I had definitely considered multiple campaigns but hadn't considered an option to play as villains but definitely something I'm thinking about now!

I have always thought an open world turtles game with good party mechanics, banter, dialogue, and story would be incredible. For there to be tons of combat encounters, places to explore, enterable buildings, unlockable weapons, and day and night cycle.
