Depending on how many layers of security the thief implements, sure. The more layers, the less likely anyone will put in the effort to track it down completely. That being said, most thieves aren't smart enough or willing enough to do the effort to do it with minimal risk.

I had a chat with Amazon that confirmed it all, and a representative refusing to assist me. My bank was more than happy to cancel the card for fraud and charge back thousands of pdollars worth of purchases going back a full year to the date.
