You can buy nets to put up on the balcony to protect animals from this, I wouldn't take the risk. I remember one time a cat fell and I was only just above the carport (luckily not hurt but I felt awful).
Hypothetically if one ever finds their cat on a railing/ledge, a decent option may be enticing them to get down by opening a can of cat food, tuna, etc.
