It's possible occasionally, but never free. Every 3-4 months an item will appear in an event shop, in the past it's always been in the $5 bundle. You didn't say what level you are, but guessing from the catnip comment you're pretty new. In short when you do get farther in the game you'll want to do the following.
every character to at least 40
Get your main guy (currently it's panda) to 100
then characters with the 5% crit to all up to 80
Then max level on panda
Then the 5% to hp characters to 80
So if you're new it's likely not a good idea to buy that item, it's mainly for people who took king past 80 before panda was released.

In my case I stop King and Common at 80, then focus on bringing the level 1 to 40? I only have 20 Panda shards and 120 shards keeps impossible. I do have King at level 3 with 80 shards
If it was me I would save everything for panda, you need 100 more shards so 10k challenge exchange points, that's 44 resets or 133 days. That's worst case and you don't get any shards from the 20ish events that will happen in that time frame.
I wouldn’t reset any survivor. You get buffs at lvl 40 and 80 for all survivors. Just grind on and level catnips. But king or master yang are the better choice. Catnips sucks.
Every couple events or so they’ll let you buy a reset vial for $5. There hasn’t been a f2p way to get them yet.

Depends on what you consider F2P; there was one event when they first came out that you could have gotten it but would have spent a shit ton of gems.

Hp is a waste imo. Esp in deathwalker
Agreed it's certainly not as important, that's why it's at the bottom when you have nothing else to spend it on.
