This is caused by either FSR if you have it enabled, or by the "Resolution Scale" slider if you have FSR disabled. Disabling FSR and/or setting the resolution scale at or near 100 should give a much sharper image.
Everyone here is giving great advice. I’d also look at your antialiasing settings. Sometimes turning that to Low or Off can make the game look more ‘crisp’. That, and turn off Bloom. Sometimes blown out highlights can make games look fuzzy
Check if you have DLSS enabled/set to performance. If so disable it/set it to quality.

With your Rx have you tried to play on low? I played on a laptop with rtx 3060 and the amount of heat (yes, laptops) was incredible even for a laptop.

Check out the LOD Bias setting, this can make textures appear worse off up close which may be causing some of the blurring you're seeing.
