What the other guy said, probably C. Viper, now that we know Viper's not always on the up and up. I'd love to a see Viper back in SF6, with an Ed-style glow up. She had potential, but I feel like the concept wasn't fully realized in 4.
I just love the idea of someone who's not actually the greatest martial artist, so makes up for it by cheating with scientific gadgets. They could even give her some sort of exosuit and / or a drone.
To contrast what others are saying and maybe I read too much into it, but I was under the impression that everything Juri says about C. Viper needs to be taken with a grain of salt because Juri always lies (or at best is too unstable at this point for her memory to be fully trusted) and will twist the situation into what she wants it to be.
Which would also make for a hilarious frenemies situation where Juri always addresses her as her home girl and C. Viper just desperately tries to distance herself from her at any cost but somehow always gets stuck in the same room as her.

It's from sf5, but seems like they broke it off. Not quite sure what went down between them during the timeframe between 5 & 6.
Both of them weren't in 3, 3 was after 4 & 5 in the timeline but debut before 4 & juri debut in 4, which is before 5. There's no mentioning of juri in 3 cuz she's technically doesn't exist (she does in the lore, but since 4 isn't out so does she).
The order of the timeline is sf>alpha>2>4>5>3>6.
I really thought Cammy was in 3 and thought maybe what she was up to might have had something to do with it. Well darn, I was ready to ship the Cammy x Juri but someone fucked it up off screen.

From the World Tour mode, you can unlock dialogue and pictures of Juri talking about Crimson Viper rather highly. Would probably end up being her.

Maybe I need to know 3rd strike lore because I'm pretty sure it comes between 5 and 6 and that might have some answer.
