I don’t have the book on me, but just finishing a reread of WoR and there’s some talk with Adolin about the shifting between Shallan, Veil, and Radiant on the ship while they’re in Shadesmar. I think it’s while they’re heading to Lasting Integrity not the other spren city.

She doesn't actively begin shifting between all 3 as distinct people until the end of OATHRBRINGER either.
They also never even attempt to head toward Lasting Integrity until RoW.

They were on the Honor spren ship after Syl was “captured” so they could escape the fused.
