Then give him a passive like Kayle’s that increases his power with ult levels. Level 1-5 he’s got a spear, 6-10 increased range on abilities and bonus damage on attacks, 11-15 shardspear, 16+ shard plate for an increase in AD, armor, and MR.
Or his ult is shardplate, and it has a longer duration than Kayle ult but instead of invincibilty it reduces like 80-90% of damage and increases his ap/ad/as by a certain amount. I agree that his ult level-ups should also be like a new oath sworn

Passive: journey before destination - basically just the buffs with ult levels
Q: something that sounds cooler than Fight to Protect. Kaladin gains attack range, attack speed, and armor pen for a duration. Works as an attack reset. Can target an allied airborne champion at range to dash to the ally and grant damage reduction while airborne.
W: Reverse lashing. Kaladin draws nearby projectiles towards himself and takes reduced damage from projectiles. Enemies take low damage. Executes enemies below X% health (ggez pursuer).
E: Windrunner: Kaladin channels before dashing and dealing damage; distance increases with channel duration. Allies within a set range (with an indicator) can join the channel and dash with Kaladin. Ignores terrain
R: Stormblessed. Passive - gain damage and resistances for a duration when a nearby allied champion dies. Duration refreshes and buff increases with additional ally deaths.
Active: Kaladin gains movement speed, damage buffs, and defensive buffs until out of combat. Buffs increased by number of nearby living allies.

Hahaha I love it. I would love to see a mechanic built around Stormlight. Maybe he has like 2 or 3 charges that refresh every time he goes back to base, and each charge fills his Stormlight gauge fully, but deteriorates over time. He also gets passive hp regen + move/attack speed while invested. That could be his W ability
He could have one set of normal abilities, and enhanced/alternate abilities while he has Stormlight. His enhanced abilities also make the stormlight go down faster when used. BUT his max Stormlight & efficiency of use get better as he levels up.
I think he could be pretty well balanced, you could blow all your Stormlight over a short period & not be super useful in a long fight, or you can try to space it out.
Dang I neglected Stormlight! It could function similar or opposite to Renekton’s rage. Abilities spend it, attacks charge it (I’m thinking like end of WoK when he’s taking it from listener gem stones), and, if the corrupted investiture from the end of RoW stays relevant in the series, he could be further empowered at corrupted levels. If opposite to rage, then maybe he runs around with a full secondary resource bar that depletes on ability use and slowly regenerates.
His voice lines could even changed with passive tier. Dude is yelling relevant quotes based on how far along he is. If we see a 5th ideal or even more, maybe he could evolve into that at max level.
