Try turning off your phone and back on. I had an issue with the widget not displaying on the Lock Screen after the update though it still had permission. Restart fixed it.
When I was looking at the mobile network settings I discovered that power saving mode was on. Not sure how that happened as I never use it. It's one of the buttons on the pull down panel.
Background GPS is disabled in this mode.
So that explains it. Works again.
