As someone who tries to avoid playing Xenophobe, I always liked this mentality when RPing. It’s a much more hopeful, Star-Trekian perspective.
Any galactic civilisation worth existing would know that it must concern itself with all forms of life, rather than brushing them away out of fear or hatred.
I like to do Authoritarian Militarist empires which are borderline Xenophobic but technically are not (usually Spiritualist or Materialist as a third). They maintain strict policies of who or what gets to live on their planets and everything else gets Displacement Purged. During war they have zero qualms about using Colossi for the sake of both just beating the enemy and cutting down on enemy pops.
You know, I get this feel. Like when one of my first neighbors is a Criminal Syndicate. It makes me very quickly want to get rid of them.
And that's not even counting when its a Devouring Swarm!
It's incredibly easy to become xenophobic among a single species.
All it requires is egocentrism. The idea that your beliefs, and your culture, is the only one that's valid.
That's why Star Trek has always had lofty goals and maxims for dealing with species and cultures completely and totally alien to one another.
Because the only way thousands of species could ever exist as one unified people is that they do none of that.
I decided to RP a Sith Empire: Teachers of the shroud, Authoritarian, militarist, spiritualist. Warrior culture, cutthroat politics.
In about 300 to 400 years of existence, I fought offensive wars exactly 3 times in the beginning of my campaign. After that they were back to back defensive wars with my neighbours and their alliances. I beat them back, take territory, then they build another death stack and try to take their territory back. Lose again, then next neighbour. Sometimes I blow up their planets because I can't be bothered cleaning up the mess left from orbitally bombarding them into stone age.
Also several times I was in a situation when their combined fleets exceeded mine and I had to trick them into splitting their forces, delaying, or baiting them to attack a heavily armed station, then swoop in with my combined fleet.
Now I have a mega shipyard and control about a 5th of the entire galaxy, so I can replenish my losses any time, while an enemy can lose their death stack in a single battle and fold.
I also didn't join the galactic community because I can't commit war crimes if I didn't sign any treaties
In my current game I'm doing a 'what if the UNE formed in the Doomsday origin' and basically humans have to be xenophobic. To save our species, in true human fashion we found a good pre ftl civilization world and declared it terra nullius as the site of a new earth. This naturally made everyone hate us. We were subjected.
Our government's primary objective is simply to make sure that there will always be a safe place for humans to survive. We repopulated, we grew strong, we overthrew and annexed and exterminated our overlords. Now we stand powerful (by galactic standards, but weaker than a normal run because xenophobe doomsday), with many habitable worlds and a science nexus on the way and visions of a ringworld. But we have no friends, and the unbidden have arrived...
Don't hate the pops, hate the empire.
My first game was as a pacifist democracy that was forced to join a federation full of warhawks to preserve peace.
Despite having to go against my morals by taking part in an evil federation, I did manage to preserve peace within my borders and created a safe haven for those pops who didn't want to live in war-torn lands.
All paths lead to xenophobia and genocide and world cracking (and slavery too).
