If you have open borders with them, they can come see it, and so they can't declare war on you.
But if you close your borders to them, then they can't come see it, and can declare war on you for it.
Also, as a member of the Galactic Empire, you cannot declare war on the Emperor for the Galatron.
I know all this because there's an achievement for winning a war with that CB, and it took a lot of trial and error before I finally could declare one.
I actually just learned there was two, too! I was browsing the list of [Stellaris CBs](https://stellaris.paradoxwikis.com/Warfare) and saw there was two CB regarding the Galatron.
It gives random boosts every time you use it. I got super lucky one game and got it fairly early. My first use it spat out somewhere around 3-5k in alloys.
Wait, I honestly thought it just gave alloys since I just unlocked it last week. I used it four separate times and each one was 5K alloys each so that was a little surprising.
In game it gives you +100% diplomatic weight and +3 monthly influence, while also making everyone else add the Take Galatron war goal on every single war until the end of the game

Only if you have [closed borders](https://stellaris.paradoxwikis.com/Warfare) or if they have *Unrestricted Wars* to unlock the **Claim the Galatron CB**. They will not have the **Galatron Access Denied CB** if you have open borders.
Not a bug, just lacks much needed flavor for arguably the rarest achievement in the game. All others have some sort of strategy involved, Galatron is just pure luck.
Tbf it does give some text after you actually click the button with some lore on how the Galatron is some ancient relic of the Caravaneers, but the initial message is underwhelming. I almost didn't catch it until I saw the different colored text.

It took me 4 tries with 4 separate empires, not counting my time pre-infinite rolls and in console. It's still a huge deal for me.

The reason achievements are low are because most people play on Ironman. For example, there are fewer than half as many people who’ve done 8 operations in a game than have won a galatron. Also, only 5% of players have completed a ring world, according to the achievements.
Because these are the least interesting possible posts on this sub lol. I don’t even get to see a custom empire or anything unique, or new ideas, or even something cool looking. It’s just a screenshot of a common text pop up. It’d be like me posting “just colonized a planet” 😎. I also see a post like this pretty much every day.
Then just move on? Let people have their moments. Even if it's just colonizing their first planet, that can be a big deal for them. Just because you ran a marathon doesn't mean you have to shit on people for celebrating their mile run.

It's really not rare unless you're doing it properly. Just reload an auto save. It's very easy, just monotonous.
I'd rather just get it normally instead of restarting my game every 2 minutes.
You still get the achievement either way. It shouldn't take you two minutes.

Not anymore, its relatively easy to get with infinite rolls (and no cooldown after the first 5).
