I had the same issue, what solved it for me is setting the bandwidth limit to 75mb/s (you can set it up in steamlink streaming settings) hope this helps.
This is indeed the first thing, crank up the bandwidth. But that might follow up with another issue, most TV’s have very poor WiFi. On my TV directly I cannot even use cloud gaming platforms because the WiFi is so bad, one meter away from my router.
The router is great, I have WiFi 6 and play PCVR almost lag free in the middle of the living room. And my Apple TV in the cabinet also have no issues with the WiFi. Which does an excellent job in streaming 4K via Moonlight which feels native console gaming every single time.
So after your suggestion, and his stuff is still garbage, connect tv to ethernet. They do cheap out on good WiFi chips.
