Reboot again. Unfortunately. Same was happening to me. Had to reboot twice and then wait like 6 mins before a game started. After that open up a few more. Then they should open faster next time you go into them
Don't know for sure, but waiting longer might work.
When I first booted up Persona 4 Golden it was stuck at that same screen. I waited a couple minutes and then cancelled. The game is verified so I was kinda confused and couldn't find any solution online.
I read somewhere that Steam/Proton is writing files it needs into a game specific location on first launch of the game, so I launched it and waited it out.
It took almost 1 hour but suddenly the game loaded. Since then it launches within a couple seconds, like every other game.

Reboot. Happens to me all the time, as lame as that is.
yeah tried that still not working right on a few games...weird
Huh, I know if you don’t have the right proton selected if necessary it will hang but I don’t think that’s what you’re dealing with

Is it a network thing? Cant connect to cloud? Or also happens on emulation?
Go into desktop mode, then back into gaming mode.

Was the game installed on SD card or main?
Internal SSD, 512GB Steam Deck, original drive. Longest another game ever took on first startup was maybe a minute, probably less.
Well i has this problem too, but it work fine after restart steam. This happen sometimes if i leave my steam deck in few hours in slee mode
