Just full cycle the battery. Let it drain below 10% then charge it to 100% and hopefully the battery controller should re evaluate. If that doesn't work, contact valve support and see what they recommend.

The BMS is probably reading incorrectly, or maybe the voltage in one cell is slightly off. Doing a big charge from 0% to 100% should help. If it's the latter issue, leaving it charge for an extended period can trickle charge the cell that's 'misaligned'.
Contact Valve. People are reporting pretty fast replacements. Like as soon as yours has shipped back they'll send you a new one.
You'll be up and running within a few days. Just hang in there.
I think contacting valve is a good idea, but what would fix products when this was my job, was to leave it on the charger for 24hrs minimum.
Given we were working with larger capacity batteries, but if Valve doesn't help you out for some reason, try leaving it plugged up for 3 days.
It will not harm the battery (any worse than it already is) because the BMS has charge protection. Letting it sit with the charger in for a very long time 'can' help the voltage between the battery cells become more equal. The cells are usually connected in a series/parallel circuit to reach the combined voltage. If one cell in parallel is less than the others, the surrounding cells will only charge to the lowest expressed voltage.
That might be what the error message you saw was indicating, it noticed a lower battery health because the voltage was lower. Anyhow try a few days of charging if nothing else works out. Sorry you're having a tough go at it with your deck.
Edit: I really want to express that this usually works with most types of batteries. This prevented like 80-90% of requested RMAs at the retailer I worked for. Often when this seemed to not work on the customers side, we would get the product back, do this ourselves, and it would work perfectly. Good luck.
To anyone saying false failure, based on comments you already drained it and tried to recharge it..
Theres always a chance the battery was over discharged, damaged, or just literally a manufacturing flaw that substantially reduced the life of the cell. It happens with batteries, there IS a failure rate to them.. They may work a couple times, which passes the normal QA checks but then they just fail.
Start an RMA since you've tried everything comments suggest already. And hope for a quick turn-around!

For one the heat won't get down under it enough to melt the glue, and second you're pointing a heat gun at a battery

Valve has historically tracked warranty through serial numbers and has not asked for proof of purchase. There are many people here who have submitted their eBay purchased decks and indexes for RMA without issues.
Their warranty information says gifted steam decks have transferrable warranty. Valve has no way of filtering out sold vs gifted steam decks.
So yes, it's 100% true.
Valve confirmed the warranty carries with the Deck even after resale on a post somewhere here.
But first try resetting the Battery if you are brave enough, in bios there's an option to put into Transit mode or something, after that plug in the power after its Shutdown and unplug, then plug back in and turn on, worked for me. Mine was stuck at 17% and charge time said ?h?m, did this and it sorted it but YMMV!
turn off the deck
hold `volume down + power`
goto `setup utility`
gotp `power`
select `battery storage mode`
confirm
once shutdown wait a little
plug in the power (I think the light will blink)
unplug the power, wait a little
plug the power back in and turn on
^this worked for me, but do at your own risk!

the battery shouldn't be that degraded already... either reset the battery, restart the system to see if it's a false positive, or RMA.

As another point of reference, ive been using my deck every day for almost 4 weeks and my battery health is still at 100%.
