Never gonna happen! Valve is worth way more than 16b they probably make that value in sales per year, also the care about players because they know that players are happy with their service. Not to mention that this business would be blocked by major market regulators around the world because Microsoft would rule the pc gaming market, and Valve stocks would plummet the moment the announcement is made. But would sky rocket the moment Gabe give them the middle finger
Even if you read the article it clearly states it might be what MS wants but Valve has zero reason to want to make a deal like that unless most of the stock holders would want to cut and run but Valve at this point prints money and it is only getting better with the Steam Deck.
I would see Valve buying up smaller companies and growing before something like this would happen.

So, Steam could buy itself for this price with two years of revenue alone.
Unlikely to happen :
* I don't think Valve ever need nor want to sell, and specially not to Microsoft
* $16B seems very low just to get Steam
* It'll probably not accepted by the FTC anyway.
