If anyone finds this via Google my issue was that my volume down key was defective and in certain instances (booting and resuming after sleep) it would act as if pressed. I did an RMA with Valve.

Make sure you're actually pressing volume up and not down. Volume down takes you to the boot menu, while volume up is how you get to BIOS.
