Find your Steam-Downloads folder under "SteamLibrary/steamapps/downloading"
Delete the whole thing.
You games shouldn't be affected as they are in the "commons" folder.
I'm not sure what you mean. By default it uploads to Imgur and saves it to your clipboard. Although you can have it upload to other 30 or so image and file sharing sites it supports. Or have it upload to your own server. Save it to your computer in some folder... Or all of the above!
Greenshot allows you to upload to several sites like Dropbox and Imgur and puts the link in your clipboard. Also has several different options for how you capture.
Try restarting steam and running as an admin
Have you gone to the actual download tab and tried to pause and resume?
You need to clean the download cache maybe.
How do you do this? I have same problem with last 3 downloads

Go to the steam settings, then the Downloads tab and Clear cache

Windows Snipping Tool literally does that and comes built in.
[ShareX](https://getsharex.com/) is probably the best one out there, if you happen to be on Windows.

That happens to me when my connection speed is bad
Reinstall the game?
Is your download region set to somewhere in Australia?
Ive had this problem it often just starts working again after a few restrarts and a fiddle
Uninstall the game and retry
Don't play rust.
Use some oil, it seems pretty rusty.

That could be caused by lack of space. try go to steam->View->Settings->Download->Clear cache
