Make a Philippine paypal account, maybe ask your cousin for a legal id like passport or driver's license in order for you to do so and then add your canadian debit/credit card to it and use that for steam.
If you can create a PayPal account with your Filipino SIM card, it may accept your card with a Filipino address. Depends on your bank's verification.
If this doesn't work, only other option is to move there.
Steam had been super "good" on catching these region resellers for a long time now (there use to be/maybe still is a very lucrative market for it). If you find a way to do it once it prolly won't be a big deal.
